Narcotic Drugs & Psychotropic Substances (Seizure, Storage, Sampling and Disposal) Rules, 2022–Rules are only supplemental to the scheme of disposal contemplated under the Act–These cannot supersede the provisions of the present legislation–Rules are silent on the rights of the person whose property is affected by such disposal–This omission assumes particular importance in a case where the seized property is not contraband per se but a conveyance or container belonging to a third party who may have no connection with the seized contraband.
