Rajasthan Land Revenue (Conversion of Agricultural Land for Non-Agricultural Purposes in Rural Areas) Rules, 1992–Charge for conversion–Relevant date for levying–Liability to pay conversion charge arises only upon the competent authority taking a decision to grant conversion and the applicable rates are those prevailing on the date of such decision–Earlier order for conversion was quashed on the ground that it was passed by an authority lacking jurisdiction–It was nullity in the eyes of law and cannot create, extinguish, or regulate any legal rights or liabilities–Impugned order of BOR quashed and set aside and the petitioner authority is liberty to determine and recover appropriate charge.
