Rajasthan Urban Improvement Trust (Disposal of Urban Lands) Rules, 1974–Rule 18–Allotment of land to Haj Committee for establishing the Haj House for providing the facilities to pilgrims–Allotment made on the token money of Rs. one rupee–Whether the concept of secularism can be held to be defeated by such action ?–Held, no–Land was allotted as the basic human need–Further Rule 18 provides for allotment in favour of charitable institutions–Haj Committee is a legal body and land could been allotted to it without receiving the market value of land–Objection that the pasture land could not be allotted is not admitted in view of the fact that the land is situated in municipal area.
