Rajasthan Municipalities (Disposal of Urban Land) Rules, 1974–Return of amount after cancellation of auction proceedings–Though the petitioners were the highest bidders and they complied each and every condition of auction and deposited the complete amount yet the Rules gives the complete discretion to the Chairman of UIT to accept or reject the bid without assigning the reasons–Petitioners shall not acquire any right in their favour merely because they were the highest bidder and they had deposited the necessary amounts as per conditions stipulated in auction notice–Even, there was no requirement under the law to indicate the reasons by the competent authority for acceptance or rejection of the bid offered by the petitioners–Interference declined.
