Consumer Protection Act, 1986–Sec. 12–Jurisdiction of consumer forum for maintaining the dispute–Allotment of plots–Physical possession was not handed over to respondents –Fact that there was encroachment on the plots in question and condition incorporated in resolution up to the effect that the allottees would be responsible for removal of encroachment, was in knowledge of respondents prior to execution of letter of surrender –Present case falls in “as is where is basis/existing sites”–Consumer Forum was having no jurisdiction to entertain the complaint.
