Motor Vehicles Act, 1988–Sec. 173–Scope–An appeal u/s. 173 is essentially in the nature of the first appeal like Sec. 96 of the CPC–High Court is under the legal obligation to decide all issues both on facts and law after appreciating the entire evidence.
