Rajasthan Prisoners (Release on Parole) Rules, 1958–Rule 14–Rejection of first parole application–Petitioner is in custody since 9 years 4 months and 18 days–He does not suffer from any ineligibility for release on parole–Ipse dixit reason of adverse police report cannot be a ground for refusing parole–The object of parole cannot be frustrated on the basis of vague and ill founded reasons–Balance has to be struck between the safety and emotional aspect of victim and statutory rights–Parole of 20 days is granted and petitioner shall spend the time at the place which is away from the victims residence.
