Rajasthan Land Revenue Act, 1956–Sec. 16–Creation of new revenue village–Proceedings were initiated with the prior conclusion to alter the limits of the revenue village as proposed–Limits of village were altered by violating the norms laid down by State Govt.–Impugned order is suffering from non-application of mind and lacks the transparency required in decision making process–Impugned order quashed, however, the State is free to take fresh decision after following the due procedure.
