Narcotic Drugs & Psychotropic Substances Act, 1985–Secs. 32B & 21–Imposition of the sentence more than the minimum prescribed–Appellant was found in possession of 1 kg heroin and he sold it to the informant–Minimum commercial quantity is 250 gms.–Appellant cannot be said to be a mere carrier–Merely because the accused is a poor man and/or a carrier and/or is a sole bread earner, cannot be such mitigating circumstances in favour of the accused while awarding the sentence/punishment in the cases of NDPS Act–Interference declined.
