Contractual Matters–Auction–Rejection of highest bid–Appreciation of– It is always for the authority to decide whether the price offered in an auction is adequate and accepting or rejecting a bid is merely performing an executive function–Judicial review is not permissible unless the decision making process is unfair or the action of State or it’s instrumentality is contrary to public good, public interest unjust or unreasonable or violative to Art. 14–No reason is supposed to be assigned while accepting/rejecting the recommendations of the subordinate authority–15% advance deposit alongwith the bid is not a ground to conclude any right acquired by the petitioner–Interference declined.
