rent–Justification–Applications filed by petitioners were pending and they were restrained to operate mining–If a party is not allowed to operate the mining lease, he cannot be liable for payment of dead rent–Situation would have been different if lease holder is entitled to operate mining lease but fails to operate it–Impugned demand of respondents is unjustified and illegal– Quashed and set aside.
