Rajasthan Panchayati Raj (General) Rules, 1961–Rule 266–Cancellation of patta–Order of–Sustainability–It is not a pre-condition under the Rule 266 that on old house should be in existence on the land for which the patta is to be granted by the Gram Panchayat–Reasons given by the revisional authority are cryptic and perverse–Further, the revisional authority did not discuss any of grounds submitted by the revisionists–Impugned order is unreasoned and non-speaking–Quashed and set aside and matter remanded back for deciding afresh.
