Code of Criminal Procedure, 1973–Secs. 82 & 83–Scope–Action u/s. 82 is a pre-requisite to proceed u/s. 83 and Sec. 82 provides the power of Court to issue a proclamation upon fulfillment of the following conditions-
“(1) Court already issued a warrant,
“(2) Court has reason to believe that such a person has absconded or concealed himself such that a warrant cannot be executed.
