Rajasthan Irrigation & Drainage Act, 1954–Secs. 21 to 28–Executive Engineer took the decision for the construction of a permanent water channel on the khatedari land of Murabba no. 7 without obtaining the consent of the appellant-owner–Procedure provided under the Sections 21 to 28 was not followed–Impugned order is not sustainable in the eyes of law.
